NOTICE TO BIDDERS

NOTICE IS HEREBY GIVEN THAT SEALED PROPOSALS FOR THE CONSTRUCTION OF MULTIPLE PROJECTS AT SELMA ELEMENTARY SCHOOL (SES), SELMA MIDDLE SCHOOL (SMS) AND WAPAHANI HIGH SCHOOL (WHS) SHALL BE RECEIVED AT THE LIBERTY PERRY SCHOOL CORPORATION SUPERINTENDENT'S OFFICE 105 S. CR 650 EAST, SELMA, IN.  47383 UNTIL 2:00 P.M. LOCAL TIME ON THURSDAY FEBRUARY 13, 2020.  BIDS RECEIVED AFTER THE STATED TIME AND DAY SHALL BE RETURNED UNOPENED.

BIDDERS MUST VISIT AND INSPECT THE RESPECTIVE SCHOOL SITES IN PREPARATION OF AND PRIOR TO SUBMISSION OF THEIR RESPECTIVE BIDS.   BIDDERS MAY ACCESS THE CURRENT SCHOOL BUILDINGS AND SITES BEGINNING JANUARY 16, 2020 BY APPOINTMENT FROM BRYAN RAUSCH, SUPERINTENDENT BETWEEN 3:30 P.M. AND 4:30 P.M. WEEKDAYS UP TO THE SUBMISSION DATE OF THEIR BIDS.    ALL BIDDERS MUST CHECK IN AT THE OFFICE AT EACH SCHOOL SITE.

A PRE-BID MEETING FOR BID PACKAGE PROJECT 'F' AND PART OF ‘E’ SHALL BE CONDUCTED ON SITE AT THE ELEMENTARY SCHOOL COMMENCING AT 3:30 P.M. ON JANUARY 29, 2020.  A PRE-BID MEETING FOR BID PACKAGE PROJECTS 'A', 'B', 'C', 'D', 'E' AND 'G' SHALL BE CONDUCTED ON SITE AT THE HIGH SCHOOL COMMENCING AT 3:30 P.M. ON JANUARY 30, 2020.

THE BIDS SHALL BE PUBLICLY OPENED AND READ ALOUD AT 2:00 P.M. LOCAL TIME ON FEBRUARY 13, 2020 AT THE LIBERTY PERRY SCHOOL CORPORATION SUPERINTENDENT'S OFFICE 105 S. CR 650 EAST, SELMA, IN.  47383;  AND THEN TAKEN UNDER ADVISEMENT FOR THE OWNER / ARCHITECT’S REVIEW. 

THE MULTIPLE PROJECTS SHALL BE BID AND CONSTRUCTED UNDER SEVEN OR LESS LUMP SUM CONTRACTS WITH THE OWNER AS DELINEATED IN THE SUMMARY OF WORK IN THE  SPECIFICATIONS.

 BIDDERS SHALL ENCLOSE WITH EACH BID PACKAGE BID, INDIANA STATE BOARD OF ACCOUNTS FORM NO. 96, CERTIFIED BID BOND, COMPLETED ALTERNATES FORM, COMPLETED UNIT COSTS FORM, AND NON-COLLUSION AFFIDAVIT.  THE BID BOND SHALL BE IN THE PENAL AMOUNT OF FIVE PERCENT (5%) OF EACH TOTAL BID.  THE BID BOND SHALL BE FORFEITED IF BID IS WITHDRAWN AFTER CLOSING TIME ON THE DATE FOR RECEIVING BIDS.

 THE CONSTRUCTION DOCUMENTS MAY BE OBTAINED FROM EASTERN ENGINEERING SUPPLY INC. 2810 N. WHEELING AVE., MUNCIE, IN,  47403 – TEL. 765-284-3119 BY DEPOSITING $100.00 FOR EACH COMPLETE SET.   NO PARTIAL SETS WILL BE ISSUED.    DEPOSITS FOR COMPLETE SETS ARE FULLY REFUNDABLE TO EACH BIDDER WHO SUBMITS A BON-A-FIDE BID AND IF THE DOCUMENTS ARE RETURNED IN GOOD CONDITION WITHIN TEN (10) DAYS AFTER THE BID DATE.   DEPOSIT CHECKS SHALL BE MADE PAYABLE TO LIBERTY PERRY SCHOOL CORPORATION.   ADDITIONALLY, THE CONSTRUCTION DOCUMENTS MAY BE VIEWED BY APPOINTMENT DURING NORMAL BUSINESS HOURS AT THE OFFICE OF THE ARCHITECT, THE OFFICE OF THE SCHOOL SUPERINTENDENT, AND AT EASTERN ENGINEERING SUPPLY INC.

THE SUCCESSFUL BIDDERS SHALL BE REQUIRED TO FURNISH A PERFORMANCE BOND FOR 105% OF THEIR FULL CONTRACT AMOUNT INCLUDING ALL ACCEPTED ALTERNATES PRIOR TO EXECUTION OF THEIR CONTRACTS.  PERFORMANCE BONDS SHALL BE IN FULL FORCE AND IN EFFECT FOR A PERIOD OF AT LEAST 12 MONTHS AFTER THE DATE OF FINAL COMPLETION AND FINAL ACCEPTANCE OF THE WORK PROVIDED UNDER THE CONTRACTOR’S CONTRACT.

 THE OWNER RESERVES THE RIGHT TO REJECT EACH AND EVERY BID, AND TO WAIVE INFORMALITIES, IRREGULARITIES, AND ERRORS IN THE BIDDING TO THE EXTENT PERMITTED BY LAW.  THIS INCLUDES THE RIGHT TO EXTEND THE DATE AND TIME FOR RECEIPT OF BIDS.  IN THE EVENT THAT RESPONSIBLE BIDS ARE NOT RECEIVED OR IF IT IS DETERMINED THAT THE SUM OF RESPONSIBLE BIDS RECEIVED IS TOO HIGH, THE BIDS RECEIVED WILL BE REJECTED AND THE PROJECT WILL BE REVISED AND OR RE-BID.

 NO BIDDER MAY WITHDRAW THEIR BID WITHIN THE 60 CALENDAR DAYS AFTER THE BID OPENING.

 BIDS SHALL BE SUBMITTED IN INDIVIDUAL SEALED ENVELOPES TITLED PER BID PACKAGE AS LISTED AND DESCRIBED IN THE 'SUMMARY OF WORK' IN THE SPECIFICATIONS, COMPLETELY AND PROPERLY EXECUTED, ADDRESSED TO LIBERTY PERRY SCHOOL CORPORATION, SUBMITTED ON THE FORMS PROVIDED (OR A FACSIMILE THEREOF), TOGETHER WITH THE OTHER DOCUMENTS REQUIRED BY THE INSTRUCTIONS TO BIDDERS.
